The discussion revolved several issues raised by accounting officers and included contributions from Brian Whalley, who presents the Forum's accountability and governance programmes, and Kieran Donnelly, the Comptroller & Auditor General.

Among the issues widely and roundly debated were:

  • Accountability - Split accountability and delegated accountability
  • Procurement - The impact of public procurement on the cost base and the often disproportionate cost of compliance
  • Compliance - The compliance regime and its impact on smaller public bodies
  • Risk - The consideration and costing of risk, and the need to act in a commercial way
  • The Public Accounts Committee - Examples of good practice and the other lessons coming out of its deliberations
