David Heald, Professor of Accountancy at the University of Aberdeen Business School, an acknowledged expert in devolved funding was the guest contributor at this breakfast symposium and discussion on the history and possible futures for funding of the devolved administrations. The session was chaired by Stephen Peover, Permanent Secretary at the Department of Finance and Personnel.
During the discussion Professor Heald drew on his knowledge and research into the financing of decentralised government and the financing of public infrastructure. From 1989 to 2010 he was a specialist advisor on public expenditure and government accounting to the Treasury Committee of the House of Commons.
