This breakfast briefing, organised in co-operation with the Chartered Institute of Personnel and Development (CIPD) returned to a recurring theme in our discussions with the Institute: 'The Strategic Role of HR in a Changing Landscape'.
Gill Hibberd, Buckinghamshire County Council's Strategic Director for Resources & Business Transformation was the guest speaker. Gill discussed Buckinghamshire's major transformation programme which has achieved savings of £21M to date; and how they plan to meet further austerity targets expected. A Past President of the Public Sector People Managers Association (PMPA), Gill Hibberd is listed as one of the 20 most influential HR practitioners in the country.
As government's radical reform of public services forges a new relationship between the state and communities, Gill Hibberd reflected on many challenges that struck familiar chords with public authorities here in Northern Ireland. These included reduced funding, increasing costs and other long-term pressures such as increased demands on services. Responding to these challenges, she explained Buckinghamshire's plans to work with individuals, families, communities and parishes to achieve change, and to develop solutions that work for local people and communities. In speaking about Buckinghamshire's transformation programme She considered its design, governance, benefits realisation and organizational development.
