Five years ago Harrow Council was in trouble. It was the Poorest performing Council in London; there was low morale, high sickness rates and no momentum. As Michael recalls 'the Council had very good staff who just hadn't been given the opportunity to flourish'. Upon his appointment Michael set about changing the culture and working practices of the Council and in a relatively short space of time has transformed Harrow into one of the best performing councils in London and one of the fastest improving councils nationally.

Our guest speaker Michael Lockwood, has been Chief Executive in Harrow since 2007. Previously, he had been Chief Executive of Elmbridge Borough Council, leaving the organisation graded 'Excellent' and among the top five councils nationwide. Harrow Council won the 'Best Achieving Council of the Year' category at the Municipal Journal's Awards 2011/12.
