Five years ago Harrow Council was in trouble. It was the Poorest performing Council in London; there was low morale, high sickness rates and no momentum. As Michael recalls 'the Council had very good staff who just hadn't been given the opportunity to flourish'. Upon his appointment Michael set about changing the culture and working practices of the Council and in a relatively short space of time has transformed Harrow into one of the best performing councils in London and one of the fastest improving councils nationally.

This breakfast briefing, which is being organised in co-operation with the Chartered Institute of Personnel and Development (CIPD), returns to a recurring theme in our discussions with the Institute: 'The Strategic Role of HR in a Changing Landscape'. Our guest speaker Michael Lockwood, has been Chief Executive in Harrow since 2007. Previously, he had been Chief Executive of Elmbridge Borough Council, leaving the organisation graded 'Excellent' and among the top five councils nationwide. Harrow Council won the 'Best Achieving Council of the Year' category at the Municipal Journal's Awards 2011/12.

The focus of his briefing will be on how to engage employees in times of change. This will touch on the:

  • Need to develop effective leaders with the right mindset and approach to effectively and efficiently make the necessary changes to enable the organisation to prosper;
  • Importance of keeping true to the organisations philosophy, vision and values, especially when faced with key challenges, cost drivers, increasing pace of change, increasing expectations and a changing workforce; and
  • Development of key actions when leading into the unknown, including being able to communicate a compelling strategic direction, create a climate that fuels the engine of success and instil leadership at all levels.
