An Investigation of Gender Equality Issues at the Executive Level of the NI Public Sector

The highly important, and sometimes contentious, issue of gender equality within executive and non-executive director positions has received considerable attention in the private sector to date. However, substantially less is known about gender equality issues within senior or executive levels of the public sector, including that of Northern Ireland (NI).

This briefing addresses gaps in our understanding of gender equality within the NI public sector by presenting the results of a three year research project which aimed to:

  • provide base line data on various aspects of gender equality at executive level across the NI public sector;
  • identify enablers, barriers, and best practice towards achieving greater gender equality at executive level within the NI public sector; and
  • engage in meaningful consultation with key stakeholders.

The issue of gender equality at the executive level of the NI public sector is of importance to both males and females. To that end, the research reports on the experiences and perceptions of current and aspiring, male and female executives across the NI public sector.

Since males are traditionally under-represented at gender equality events, we would particularly welcome male participants at this briefing

Our speaker: Professor Joan Ballantine is a Fellow of the Association of Chartered Certified Accountant (FCCA). She gained extensive lecturing experience at Warwick Business School, Queen's University and more recently Ulster University. During her time at Warwick she gained her doctorate and was heavily involved in developing and delivering executive education and consultancy to a range of organisations. Her research areas include gender equality in leadership roles and performance measurement and management in the public sector. Joan and her colleagues Dr Graeme Banks and Mr Tony Wall, Ulster University have collaborated on the research project (funded by OFMDFM) between August 2012 and August 2015.
