'The Total Place Initiative'

January 15 2010

This briefing organised in co-operation with Deloitte MCS Ltd discussed Total Place, one of several government initiatives that looks to the building of the next generation of public services and to an agenda that focuses on how frontline delivery organisations can collaborate effectively to deliver more user-centred services and individual entitlements.

Total Place is an ambitious approach to considering how a 'whole area' approach to public services can lead to better services for the customer at less cost. It seeks to reduce costs and introduce new ways of working, through collaboration and local leadership, within the context of constrained resources and public expectations of higher quality services. It builds on a background of efficiency work across many sectors and places.

The Department of Communities and Local Government backed programme is looking at public spending and local leadership in the 13 areas across the UK. Thirteen pilots are using tools to identify where these changes should happen-specifically a supply-side mapping exercise to show how existing money is spent in the area, and a demand-side customer analysis to show the existing and future needs of the people who will use these services.

Presentations: The briefing featured two presentations: one from Deborah Heenan, Deputy Director Local Improvement, Transformation and Efficiency in Communities and Local Government; and the other a detailed look at the Leicestershire and Leicester City pilot with Sheila Lock, Chief Executive, Leicester City Council. Biographical details (click on). Copies of the presentation material used by Deborah Heenan and Sheila are available on request from Kim McKnight, (T) 02890 347400.

The briefing was forchief and other senior executives looking to address the impact of the economic downturn, which probably means that all of the public sector needs to find radical new solutions that will deliver not only better value for money but also better local services more tailored to local needs.
